****办公厅、**院办公厅近日印发《关于全面推行林长制的意见》，加强对森林和草原的保护。意见提出，2022年6月在全国全面建立林长制。China has issued a guideline to implement a forest chief scheme nationwide amid the country's continuous efforts to protect forests and grasslands. It was issued by the general offices of the Communist Party of China Central Committee and the State Council and urged that the forest chief scheme will be rolled out nationwide by June 2022.

林长制是以保护**森林草原资源为目标，以压实地方**政领导干部责任为核心，以制度体系建设为保障，以监督考核为手段，构建由地方**委、政府主要领导担任林长，省、市、县、乡、村分级设立林(草)长，聚焦森林草原资源保护**重点难点工作，实现**委领导、**政同责、属地负责、部门协同、全域覆盖、源头治理的长效责任体系。

**的**以来，我国的林草生态建设取得了举世瞩目的成就。然而，我国森林覆盖率23.04％，低于全球30.7％的平均水平，特别是人均森林面积不足世界人均森林面积的1/3。总体而言，我国森林资源总量相对不足、**不高、森林生态系统功能脆弱的状况尚未**根本改变，生态产品短缺依然是制约我国可****的突出问题，所以在继续加大林草生态建设的同时，必须构建最严格的森林资源保护**制度体系。

2017年以来，安徽、江西在全国率先探索林长制改革，建立以**政领导负责制为核心的保护**森林资源责任体系。截至目前，全国已有23个省区市开展林长制改革试点。全面推行林长制是提升我国生态文明领域治理体系和治理能力现代化的必然要求，也是今后一个时期森林草原资源保护**的重大制度保障和长效工作机制。

必须树立和践行绿水青山就是金山银山的理念，坚持节约资源和保护**的基本国策，像对待生命一样对待生态**，统筹山水林田湖草系统治理，实行最严格的生态**保护制度，形成绿色****和生活**。
